Russia-Ukraine live news: Biden to meet NATO chief (Aljazeera.com)

US and its allies are pledging more aid and weapons for Ukraine as Russian forces advance in city of Severodonetsk.

“We believe that these additional capabilities will arrive in a timeframe that’s relevant and allow the Ukrainians to very precisely target the types of things they need for the current fight.” Ukraine will now face Wales on Sunday with the winner taking a place in the finals. “The United States will stand with our Ukrainian partners and continue to provide Ukraine with weapons and equipment to defend itself,” Biden said in a statement. There is absolutely no justification for this continued violence,” Pele wrote in an open letter to Putin posted on Instagram just before the Ukrainian men’s football team faced Scotland in their World Cup playoff semi-final. For we are Ukrainians.” We will fight on, we will withstand everything, we will win. “There are civilians there in bomb shelters, there are quite a few of them,” Serhiy Haidai said of the Azot chemical plant, adding that there were “strong Soviet-era” bomb shelters under the factory. “It is a completely new approach to Europe, that we are signalling to our European allies, to the whole world,” said former foreign minister and member of the Social Liberal Party, Martin Lidegaard. We are all fighting, everyone on their own front. Stoltenberg told reporters after a meeting with US Secretary of State Antony Blinken that he would convene a meeting in Brussels in the coming days with senior officials from Sweden, Finland and Turkey to discuss Turkey’s opposition to Sweden and Finland joining the alliance. Ireland’s Senate has passed a resolution declaring Russia’s invasion of Ukraine an act of genocide, Chair of the Irish Senate Mark Daly has said in a tweet. “….. the illegal invasion of Ukraine by the Russian Federation is an Act of Genocide”

Russia must be held accountable for their crimes in Ukraine: UK ... (GOV.UK)

Ambassador Bush stresses that the Russian government must pay the price of its actions in Ukraine, and highlights the importance of accountability ...

They are responsible for attempting to dismantle the OSCE’s presence in Ukraine. They are responsible for rising numbers for the rising number of civilians dying, injured, displaced, deported, and seeking refuge. We must also continue to support the work of OSCE’s Office for Democratic Institutions and Human Rights (ODIHR) which is monitoring the impact on civilians and prisoners of war for violations of International Human Rights and International Humanitarian Law. We remain grateful to Director Mecacci and ODIHR for their expertise, impartiality, and objectivity in investigating and documenting the abuses taking place. As the UN High Commissioner for Human Rights said recently, “accountability is a cornerstone of upholding human rights”. We were deeply saddened to hear of reports that a French journalist was killed whilst covering the war, after the vehicle in which he was travelling was hit by shrapnel from a Russian shell in Severodonetsk. We also condemn the killing of journalists and media workers who have lost their lives exposing the truth about the war crimes being committed. We must follow up on the experts’ findings and we should recognise that Russia’s war of aggression has not stood still since the last report was published. Last week, the UK, together with the US and the EU, announced the creation of the Atrocity Crimes Advisory Group, a mechanism aimed at supporting the War Crimes Units of the Office of the Prosecutor General of Ukraine by ensuring effective coordination of our respective support to accountability efforts. We are determined to hold those responsible for atrocities to account, including military commanders and other individuals in the Putin regime.

Russia-Ukraine war: what we know on day 99 of the invasion (The Guardian)

Russia hits back at US supply of medium-range rocket systems; Russian forces control two-thirds of Sievierodonetsk; Ukraine suffers 100 casualties a day.

Blinken saidthere was a “strong consensus within Nato, broadly,to support the rapid accession of Sweden and Finland” to Nato and he was confident it would happen. Western officials said Ukraine’s estimate that it is losing 60 to 100 troops a day killed is “pretty credible”. Russia’s foreign minister, Sergei Lavrov, said the supply of US advanced rocket systems toUkraineincreases the risk of a “third country” being dragged into the conflict. The expected loss of Sievierodonetsk, the largest citystill held by Kyiv in the Luhansk region, “is unlikely to be the crux”of Russia’s Donbas campaign, a western official said. Anton Gerashchenko, an adviser to the country’s interior minister, said the Russians hit the Beskidy railway tunnel in the Carpathian Mountains in an apparent effort to cut a key railway link and disrupt shipments of weapons and fuel. It will take at least three weeks to get the precision weapons and trained troops on to the battlefield, the Pentagon said.

The real numbers could be higher, he added, as his government doesn’t have a full picture of areas under Russian occupation. He said 243 of them have died in the war, 446 have been wounded and 139 were missing. But Defense Undersecretary Colin Kahl said he believes they will arrive in time to make a difference in the fight. The two cities are separated by a river. But as Russian forces closed in on a key city in recent days, the Ukrainian government said its fighters needed better rocket launchers to prevail. She later became a key figure in the first impeachment proceedings against Trump. Analysts think Russia is hoping to overrun the Donbas before any weapons that might turn the tide arrive. After Western-supplied arms helped Ukraine fend off Russian attempts to storm the capital, Moscow shifted its focus to seizing all of eastern Ukraine’s industrial Donbas region. Germany had come under criticism that it wasn’t doing enough to help Ukraine. Chancellor Olaf said Wednesday that his country would supply Ukraine with modern anti-aircraft missiles and radar systems. Sweden also announced plans Thursday to donate arms to Kyiv. They include missiles, semi-automatic rifles and anti-tank weapons, Swedish Defense Minister Peter Hultqvist said. A regional governor said Russian forces now control 80% of Sievierodonetsk, a city that is key to Moscow’s efforts to complete its capture of the Donbas. Ukrainian forces and Russia-backed separatists have fought in the eastern region for eight years, and the separatists held swaths of territory before the Russian invasion. Military analyst Zhdanov noted that after the fierce fighting in and around Sievierodonetsk, Russian forces will be “exhausted,” and military leaders will need to replenish their both their troops and weaponry.

Ukraine's leaders have pleaded for the U.S.-made advanced rocket systems. But some say they will not be a game changer in its war with Russia.

What they needed to deal with threats to Kyiv are very different from what they need to deal with what's now happening in southern and eastern Ukraine.” “And of course, that's changed through the course of this aggression. HIMARS will give Ukrainian forces advantages over the Russians in precision attacks, Blumenthal said. "They widen the zone of threat to Russian forces," Blumenthal said. He said the Kremlin doesn’t trust Kyiv’s assurances that the U.S. rocket launch systems will not be used to attack Russia. Despite its loss of more than 1,000 tanks and thousands of troops, Russia retains significant advantages in soldiers, artillery and armor. "It's not a magic bullet," Blumenthal said. But it's not clear yet how much of a difference the advanced weapons will make in what has become a stalemated, grinding conflict with no clear end game. Once fired, the crew can move the truck quickly to avoid counterattack, a maneuver known as shoot-and-scoot. Russia has made incremental gains in eastern Ukraine, a senior Defense official said last week, concentrating its efforts on smaller objectives. They can end it at any time and avoid any concerns about miscalculations or escalation.” "Neither side is ready to concede anything.”

After nearly 100 days of fighting, Russian forces control 20 percent of Ukraine, Ukrainian President Volodymyr Zelensky said in a speech to the Luxembourg ...

The weapons: Ukraine is making use of weapons such as Javelin antitank missiles and Switchblade “kamikaze” drones, provided by the United States and other allies. Chubais’s wife, Avdotya Smirnova, also expressed her dissent by signing an open letter addressed to Putin. “Behind all these geopolitical speculations of those who advise Ukraine to give away something to Russia, ‘great geopoliticians’ are always unwilling to see ordinary people,” Zelensky said. At last month’s World Economic Forum in Davos, Switzerland, former secretary of state Henry A. Kissinger said Ukraine should cede territory to Russia to bring about an end to the invasion. Zelenska also said that giving up any Ukrainian territory in exchange for peace is akin to “conceding a freedom,” adding that ceding control of parts of Ukraine would not stop Russian President Vladimir Putin from further aggression. That pressure increased May 24, when the U.S. Treasury Department barred Russia from making debt payments to American bondholders, pushing Russia closer to a default on its sovereign debt. The Credit Derivatives Determinations Committee overseeing Europe determined in a 12-to-1 vote Wednesday that the missed payment constituted a “failure to pay event,” which could trigger payouts on holders of Russian default insurance, or credit default swaps. After tense talks Wednesday, E.U. ambassadors met Thursday to try to push things forward. When E.U. ambassadors met Wednesday to hash out the final details, however, Hungary wanted more, according to the two diplomats, who spoke on the condition of anonymity to discuss ongoing negotiations. Ukrainian counteroffensives continue to frustrate Russia near Kherson, a southern city captured by the Kremlin in the early days of the war. A spokesman for Ukraine’s national guard said Kyiv is “making every effort to hold back the enemy,” even as up to 100 of its fighters are killed daily in the country’s east. After nearly 100 days of fighting, Russian forces control 20 percent of Ukraine, Ukrainian President Volodymyr Zelensky said in a speech to the Luxembourg parliament.

Russia Controls 20% Of Ukraine, Zelensky Says, As UN Civilian ... (Forbes)

Russian troops now control about 20% of Ukrainian territory, the country's President Volodymyr Zelensky told Luxembourg's Parliament on Thursday, ...

Zelensky’s remarks come as battles continue to rage on in the eastern Ukrainian city of Severodonetsk, where Russian forces have made significant advances. Ukraine has had to deploy minimally trained volunteers from the Territorial Defense Force to fill holes in the frontline, according to the New York Times. Zelensky this week described the battle in the Donbas region as “ indescribably difficult.” After more than three months of war, more than 8 million people in Ukraine have been internally displaced, according to the UN. Local authorities have estimated a death toll of at least 10,000 in the city of Mariupol, and Ukraine's Prosecutor General has started to investigate thousands of potential war crimes cases. Fighting also continues in Ukraine’s second largest city of Kharkiv in the east and in the city of Mykolaiv in the south, Zelensky said Thursday, adding “constant fighting” stretches along an entire front line of more than one thousand kilometers. Zelenska told Good Morning America she has not seen her husband since Russia began its invasion of Ukraine. The two “said goodbye to one another on the very first day,” and have spoken by phone since, she said, adding she was “proud” the world has been able to see Zelensky’s “true identity.” They have been married for almost 20 years. Zelensky claimed Russia has lost more than 30,000 soldiers in the war, while NATO and the United Kingdom’s Defense Ministry have estimated Russian troop losses of at least 15,000. Russia occupies almost 125,000 square kilometers (48,262 square miles) of Ukrainian territory, Zelensky said in his address, adding its army has “destroyed almost the entire” eastern Ukrainian region of Donbas.

“As much as I disagree with Mr. Putin, and find his actions an outrage, the United States will not try to bring about his ouster in Moscow,” Biden said. The decision to send more advanced weapons follows earlier reluctance on the part of the Biden administration. “So right now, the howitzers we provided them have about a 30-kilometer range, the HIMARS have more than twice that, which will allow them, even with fewer systems, greater standoff. “This new package will arm them with new capabilities and advanced weaponry, including HIMARS with battlefield munitions, to defend their territory from Russian advances,” Biden said in a Wednesday statement. Blinken said Russia holds the power to slow or stop the conflict. He declined to say where that training would take place but said the systems are on the European continent.

Thousands of people have been killed in Ukraine and millions more displaced since the beginning of the invasion, which has also roiled food supply and energy markets. After days of heavy fighting around Severodonetsk, much of which has been laid to waste by Russian bombardment, Russian troops were inching forward through city streets. It also said in a briefing that it had struck command points of Ukrainian forces near Kharkiv in the northeast. Putin sent his troops over the border on what he called a special military operation on Feb. 24 to disarm and "denazify" Ukraine. Ukraine and its allies call this a baseless pretext for a war of aggression and the West has imposed stringent sanctions on Russia in a bid to strangle its economy. Outside of the Donbas, Russia's defence ministry said on Thursday its military had downed a Ukrainian Su-25 fighter jet in the Mykolaiv region in south Ukraine. "The Lyman and Izyum fronts are the main directions in which the enemy is trying to advance in order to capture the territories of Sloviansk and Kramatorsk, [their] key aims in the north of the region," Donetsk governor Pavlo Kyrylenko told a briefing. Britain's defence ministry said in its daily intelligence update Thursday that Russia controlled most of the city, which before the war had a population of about 101,000, and that Ukrainian forces had destroyed bridges over the river to Lysychansk. Kyrylenko also said 340,000 residents remained in the Ukrainian-controlled part of the Donetsk region, out of a pre-war population of 1.67 million. Donetsk's governor said Thursday that Russian forces are attempting to advance south in that region towards the key Ukrainian-held cities of Kramatorsk and Sloviansk. "The enemy is conducting assault operations in the settlement of Severodonetsk," Ukraine's armed forces general staff said on Thursday, adding that Russian forces were also attacking in other parts of the east and northeast. Ukraine says about 70 per cent of the city is under Russian control, with Russian troops in the city centre. Russian forces were attempting to extend and consolidate their hold on Ukraine's industrial city of Severodonetsk on Thursday, edging closer to claiming a big prize in their offensive in the eastern Donbas region.

It’s probably well intended, but it is misguided to not provide the longer-range ATACMS.” As Russia’s focus in the war shifted from the Kyiv region, dense in forests and urban sprawl, to the flatter terrain of the Donbas, Ukraine’s weapons needs have also evolved, with its forces coming under a barrage of Russian artillery fire. But the purpose of Ukraine’s commitments, U.S. sources and Ukrainian officials told Foreign Policy, was to get longer-range weapons, not the fanciest new system. “Only the munition matters, the launcher is not that important whether it is HIMARS or M270, no one buys a pack of cookies to eat the cardboard box.” Ukrainian officials complained for weeks that long-range weapons needed to fight Russia were not pouring into the country fast enough. Moscow has said it regards Ukrainian infrastructure used to bring in Western arms as a legitimate target in what it calls its “special military operation” to disarm Ukraine and rid it of ultra-nationalists the Kremlin says threaten Russian security.

How Ukraine is fighting back against Russian artillery (The Economist)

This has long been central to Russian military doctrine—Josef Stalin called it “the god of war”. In Ukraine Russia's artillery has inflicted huge damage; images ...

If Ukraine is to stand up to Russia’s artillery barrages, it will need plenty more. The American M777 howitzer’s Excalibur GPS-guided shells, for example, have a range of more than 40km, compared with 25km for the Russian 152mm 2A65 Msta-B. A desire for longer range is behind Ukrainian requests for American-made mobile MLRS launchers. The most important factor in an artillery battle is range. Their crews are also in the open, making them vulnerable to shrapnel, whereas self-propelled gun crews are protected by the vehicle’s armour. America has supplied Ukraine with counter-artillery radar sets, which can locate the weapons firing before the first shells land. In doing so, however, they draw back Ukrainian artillery fire (“counter-battery” fire), leading to cat-and-mouse artillery duels.

Ukrainian President Volodymyr Zelensky said that Russia controls 20% of his country, and the Donbas region is "almost entirely destroyed.

“That's greater than the death toll of the Soviet Union in 10 years of war in Afghanistan, greater than Russia’s death toll in two Chechen wars,” according to Zelensky. In his remarks to the lawmakers, the Ukrainian president urged additional sanctions on Russia, asking for more weapons to support Ukraine’s fight along the front line. He added Ukraine’s Donbas region is “simply devastated,” calling it “once one of the most powerful industrial centers in Europe.”

A bigger issue is that, for al l Biden’s vow to help Ukraine “fight on the battlefield and be in the strongest possible position at the negotiating table” (a troubling hint-hint), the Pentagon says it’ll at take least three weeks to get the advanced systems (and troops trained to use them) onto the battlefield. In his New York Times oped this week, Biden said he “will provide the Ukrainians with more advanced rocket systems and munitions that will enable them to more precisely strike key targets on the battlefield in Ukraine.” The prez also insisted on Ukraine’s promise to use the weapons only to defend the country, not on targets within Russia. That didn’t stop Moscow from making noises about “widening the war,” but ominous threats are a Kremlin specialty.
