He previously stood in for Johnson while the prime minister was seriously ill with covid. Cameron left because he lost the Brexit referendum to Johnson. Many are wary of what Johnson might do during his last summer at No. 10.

Johnson may have resigned as party leader, but he is not yet gone. Despite his best efforts, Johnson will not be remembered in the manner he tried to portray himself in his speech. For all the current talk about the importance of honesty and integrity, the fact is that until very recently, numerous MPs and ministers were outwardly supportive of Johnson no matter how disingenuous that required them to be. But the resignations were coming faster than he could replace them – including Michelle Donelan –who Johnson had appointed education secretary just two days before. Despite the growing pressure to go, Johnson insisted on staying. He tried to replace the vacancies, but there were just too many. He had fired Michael Gove – the levelling-up secretary and was attempting to fill vacancies. When health secretary Sajid Javid and chancellor Rishi Sunak resigned, it seemed the writing was on the wall for Johnson. But given his “Teflon” track record, many wondered whether this time would be any different.

Even so, if the Labour opposition tables a motion of no confidence in a Johnson caretaker administration, Conservative MPs would be forced to support the government to maintain it in office, despite their lack of confidence in the prime minister personally. Johnson would like to remain as caretaker prime minister until the new Conservative leader is chosen in the fall. British prime ministers are not elected but are appointed by the monarch, who conventionally invites the leader of the majority party in Parliament. In the first, MPs vote over the broad field of candidates. They achieved this following the resignations of two senior cabinet members, the chancellor of the exchequer (the U.K. finance minister) and the health secretary. If they don’t have the support of their own party colleagues in Parliament, they risk being replaced. Even if it looked bad, he was entitled to stand his ground until his MPs could demonstrate that he could not remain in office. Usually — in 18 out of 21 post-World War II elections — one party wins a majority of parliamentary seats and can form the government by itself. The prime minister is the leader of that party. This was only the most recent scandal to afflict Johnson, following his violation of his own government’s strict covid-19 lockdown rules in 2020. They were reacting to a scandal in which Johnson had appointed a party whip (to manage Conservative votes in Parliament) who had been accused of sexually inappropriate behavior. This was inevitable, after a convulsive 36 hours, in which member after member of the U.K. government resigned.

The pound rose earlier on Thursday as news broke that Mr Johnson would step down, though ticked back to $1.1964 in the hours afterwards. Mr Johnson has also appointed new members of the cabinet following a slew of ministerial resignations in the last 48 hours. Writing in the Daily Telegraph newspaper, leadership hopeful Mr Tugendhat wrote: "We should immediately reverse the recent National Insurance hike and let hard-working people, and employers keep more of their money. And un-conservative tariffs, that push up prices for consumers, should be dropped." Both are damaging to our international trading reputation, and to London as the world's greatest city." Having said that, we recognise that this is an issue for the Conservative Party to resolve.
