We want to move on from the past and embrace a better future. Use the full capacities of SARS, SARB, all state and developmental funding agencies, trade and industry, to make obvious the ease of doing business here – a Minister of Investment, perhaps? Simplify tax, do away with all taxes other than VAT, using differential and zero rating to balance the budget and cater for the needs of the poor. The sooner and the more we invest in our youth, the less we’ll need to support them in old age. The State: Bring the full force of the State to create an exciting investment environment, which screams “Welcome to South Africa!”, to foreign and local capital. Social development: Change the focus, over a responsible period of time, away from social rescue and relief and towards development. Then get out of their way if they stick to the deal and replace them if they don’t. Public-Private-Partnerships: Pass legislation to enable and govern the formation of public-private partnerships. Prioritise infrastructure projects: Allocate capital and expertise to the projects that will most enable our local economic growth and increase our export earnings. State Departments and State Owned Enterprises: Give real executive authority to duly appointed and experienced Directors General – they are the CEO’s of government departments. Start with a clean page, clearly define the political roles and boundaries, listen to the future, appoint experience and merit, not popularity nor connections. Cabinet: Re-constitute cabinet portfolios and ministries to reflect the new underlying drivers of our socio-economic renewal.

Late on Friday afternoon Magwenya said Ramaphosa has decided to travel back to New York for the day on Tuesday because of the importance of the gathering. But he was forced to change his plans to attend the Queen's memorial in London on Sunday and Monday. On Tuesday he was scheduled to address the UN General Assembly.

“They have to then deal with and support us to reach our debt service commitments in terms of the R400 billion for the equity that we are currently getting, and even in this financial year there is another R22bn of equity support.” Meanwhile, Eskom is asking the National Energy Regulator of SA (Nersa) to approve a 32% tariff increase for the 2024 financial year and a 9.74% increase for the 2025 financial year. He said “The theatrics of being back in the country and being at the helm of a very rocky ship, which South Africa is currently, is a very important optic for the President.” Political scientist Shingai Mutizwa-Mangiza said there was also an economic dimension to the president’s return and that even though it was unlikely that the mere fact of his returning would do anything to stop the crisis, it would serve as a reassurance to the public. Herron said the announcement of well-intentioned measures, in the teeth of a crisis, must be followed through with reports of real progress and real explanations for Eskom’s shortcomings. “After all, he is president of the country and the country faces an energy crisis that is reaching critical and crisis proportions,” he said.
