Investigation recommends action against CEO after finding expectant mothers sleeping on the floor, toilets overflowing and unheated wards.

These rules were used by officials to stifle dissent and should be replaced by ones that accommodate the ethical undertakings of health workers, it said. The 80-year-old hospital’s infrastructure is crumbling, and it lacks the resources required of a modern maternity hospital, including on-site laboratory services available 24 hours a day, a blood bank, and an adult intensive care unit, he said. “Rahima Moosa (hospital) deserves a CEO who is fit for purpose,” he said, describing how Mkabayi had failed to work full time at the hospital.

A report recommends that the hospital's chief executive, Nozuko Mkabayi, be replaced and another CEO be appointed within three months.

In the investigation, Mkabayi failed to provide proof of the dates she attended virtual meetings from home. She said the entity served large numbers of pregnant women and that even after repurposing 16 beds to bring the total number of antenatal beds to 56, this still was not enough. Sauls posted the video on 1 April, captioning it: “Pregnant women at Rahima Moosa hospital are sleeping on the floor for up to 3 days. Mkabayi explained that the hospital had a policy of not turning anyone back, and therefore some women had to be accommodated on chairs for no more than two days when the hospital was operating at full capacity. A further 34 people were interviewed from 4 August to 29 November 2022. I went there immediately and sadly found it to be true.

Makgoba recommended an adult intensive care unit (ICU) to be established and that there should be a disciplinary inquiry against the former CEO. There is no hospital board and there are security challenges, with cars being stolen at the hospital parking. Staff members have also complained of being mugged and there is a shortage of nursing staff."

The body, which looks into complaints about the standard of healthcare in South Africa, had been investigating allegations of mismanagement and undignified care there for nearly a year. They had to be taken back to theatre for “relook” operations — there was no such cases in the prior months.
